Make the freeze a visible constraint
Write the freeze and any audit window on the wall before ranking starts. Participants argue differently when the constraint is public.
Separate “valuable” from “staffable”
We ask each attendee to score ideas twice: business value and staffability under current headcount. Items that score high on value and low on staffability become deferred with a reason — not silent resentments.
Prefer finishing over starting
Under a freeze, unfinished helpers are more dangerous than unstarted ones. Workshops should elevate retirement and consolidation alongside new automation.
